I am a senior level technology director with over 28 years of experience in large-scale enterprise application deployments in the government and telecommunications sectors with specialties in the entire Oracle technology stack including designing, hosting and securing such implementations.
Program management experience includes establishing the information systems function, including hardware, software, and personnel, in a new international telecommunications company that provided a single point of customer care and billing for large multi-national companies. Additionally, was responsible for motivating and coordinating a division of 750 people to move forward with a new systems development methodology in support of the business. Project management experience includes both DSS projects implementing data warehouses and OLTP projects in telecommunications provisioning, billing and trouble ticket applications. Telecommunications functional knowledge spans the complete billing process from message recording and rating, to bill presentment, remittance processing, and interfaces with service order processing and financial systems. Government functional knowledge includes case management, transportation security, scheduling, time entry and on-line learning. Extensive technical and security architecture background including designing, hosting, monitoring, tuning and troubleshooting complex, scalable, highly secure and highly available business solutions utilizing Oracle E-Business Suite 11i Applications, Oracle 10g Application Server GOTS, COTS and custom J2EE applications and Oracle Real Application Clusters (RAC) in both Massively Parallel Processing (MPP) and Symmetric Multi-Processing (SMP) environments. Enterprise Application Integration (EAI) experience includes Oracle Advanced Queuing, Oracle SOA Suite, Vitria and Tibco. Highly skilled at configuring F5 BigIP load balancers for continuous application availability. Monitoring experience includes Oracle Enterprise Manager Grid Control, Quest Foglight and Quest Spotlight. Security expertise includes applying technical controls to the entire technology stack (hardening) as well as participating in and developing documentation for the Certification and Accreditation (C&A) of business systems including System Security Plans. Experienced at securing environments to meet or exceed the Department of Homeland Security's Secure Baselines. I have special interests and expertise in security and applications monitoring. Lead architect for the Transportation Security Administration's (TSA) enterprise applications. Direct supervision of a team of 15 architects and engineers in hosting large-scale, highly-available and highly secure infrastructure supporting enterprise applications and web sites for the TSA, an agency within the Department of Homeland Security (DHS). Provide indirect supervision and technical direction to over 75 support personnel including database administrators (DBAs), application server administrators, system administrators, application developers and project managers as well as level-2 and level-3 support staff.
Arrived on project two weeks prior to stand-up as Director of Operations and wrote the cut-over plan for go-live. Led team of database and application server administrators responsible for hosting the agency's enterprise applications. Job required 24x7 support and in-depth knowledge of applications technology stack at load balancer, web, application and database tiers for trouble-shooting and performance tuning. Successfully project managed a major infrastructure upgrade for all tiers of the platform. Implemented COTS monitoring solution across the platform. Personally designed and implemented all load balancer configurations to provide continuous application availability. Personally standardized and hardened the web server configuration. Authored the database authentication controls standards for the platform as well as the database auditing standards. Both standards were approved by the agency for implementation on the platform. Provided database configuration and tuning support for a 500GB data warehouse running Oracle 10g Release 2 on a Windows 2003 server. Transitioned role to Director of Infrastructure Architecture and Engineering. Currently manage a team of database, J2EE, monitoring, Identity Management, Content Management and security architects and engineers. Strong advocate/evangelist for a grid architecture. Influenced agency's acceptance of a grid architecture and implemented same at the application tier greatly improving availability, reducing risk and easing maintenance. Successfully project managed another major upgrade of the application server which was implemented with zero downtime. Provided customer-focused technical support for the complete Oracle technology stack including: database, application server and the Oracle E-Business Suite of applications. Significant projects included:
Technical architect for a non-profit organization. Migrated very large online reference catalog from a proprietary database to Oracle 9i utilizing RAC on a 2-node IBM RS/6000 SP cluster using Oracle Text for indexing. Project duration: 1 year. Technical Architect for an order management and provisioning system at a large telecommunications company. The system handled orders for DSL (ADSL, IDSL SDSL and RADSL) as well as wholesale dial services and consisted of a custom-developed, web-based order entry system developed using HTML, JavaScript and the Oracle Application Server PL/SQL Cartridge with an Oracle8i back-end database. Access to order entry was provided both to internal users as well as external customers using the Secure Sockets Layer (SSL). The order entry sub-system passed completed orders to the provisioning engine. The provisioning engine was implemented using the Oracle 3i CRM Application Service Delivery Platform (SDP) and Oracle Workflow. SDP was used to interface with internal systems to obtain IP allocations and circuit information as well as to communicate with the billing system (Kenan Arbor). SDP also configured the client's Redback routers and automated the circuit testing process. Competitive Local Exchange Carrier (CLEC) interfaces were developed to COVAD, Northpoint and Rhythms using Vitria. Incumbent Local Exchange Carrier (ILEC) interfaces were developed to SBC Communications and BellSouth using Vitria. As the technical architect, designed the database as well as the overall architecture and was also responsible for deploying the system in both the USA and Australia. An event-driven architecture was implemented to handle order supplements from the LEC's. This subsystem was designed using Oracle Advanced Queuing. Designed the queues and their underlying queue table using an object type implementation in order to pass XML messages via a Character Large Object (CLOB). Project Duration - 3 Years. Technical Architect for a large telecommunications company's trouble ticketing and data-server implementation. The data-server infrastructure provided access to all Account, ANI, Toll-Free, Auth Code and Calling Card data for the enterprise to any application within the company via a standard API. Reported to the Senior Manager for Architecture and was responsible for the technical architecture of the databases used by both applications. These responsibilities included determining the appropriate partitioning strategy for Oracle Parallel Server (OPS) as well as designing and implementing a High Availability Test Plan. Both systems were implemented on an IBM RS/6000 SP2 complex using Oracle 7.3 and OPS. The systems successfully scaled from a 1-frame, 5-node complex to a 3-frame, 15-node complex. Project Duration - 2 Years. Project Manager for a large telecommunications company's Sales Data Warehouse which gave the company the ability to analyze all aspects of the sales function including time spent on the sale, fixed and variable expenses of the sales organization, cost of providing the services sold, and any discounts on services sold. As the warehouse grew, its information was used to determine how to re-engineer the sales function in areas such as compensation and incentives as well as deployment of the sales team. The Sales Data Warehouse was a 50 GB Oracle7 database on an AT&T System 3000 running Windows NT. Project Duration - 1 Year. Quality Assurance Reviewer for a telecommunications company. Performed QA review of the technical architecture for the company's new Customer Care System. The system was built using a four-tier architecture with a Visual C++ front-end on Windows NT, Tuxedo, and UCT middleware, and an Oracle7 back-end running on multiple HP T500s. The QA review uncovered significant opportunities for performance enhancements in addition to identifying the highlights of the implementation for inclusion in the best practices of future projects. Requirements Analysis Manager for a large cable company's, Marketing Data Warehouse. Managed the requirements analysis phase for the Meta and Reference Data Management System for the company's Marketing Data Warehouse. The meta-data management features provided key marketing users with a road map to the information available in the warehouse. The system also supported the Information Systems organization by making extensive use of Oracle's Data Dictionary to reduce data entry, verify the integrity of the meta-data and provide a single generic screen for maintaining all reference tables. Prior to promotion to Practice Director, was a Practice Manager. Managed Oracle's Americas Communications Consulting Practice for the Mid-Atlantic Region. P&L responsibility for 20 consultants. Managed budgets and forecasts. Efforts resulted in profit margin of over 50% and a utilization rate of over 85%. - |

Manager of the Billing Engineering department for a joint venture (WorldPartners Company) among AT&T, KDD (Japan), Singapore Telecom and Unisource (Netherlands). Was part of the team that initially established the company. Reporting to the Director of Billing Engineering, responsibilities included establishing and managing the Systems Development and DBA Team for the billing department, negotiating standard interfaces among the four international partners, and managing the creation and maintenance of the billing clearinghouse system. Negotiated the technical specifications among the partners for Electronic Data Interchange (EDI) interfaces established for the billing, adjustments, currency exchange rate, and inter-Member settlement interfaces. Managed technical support for new members of the association including many international telecommunications carriers, in addition to supporting the partners. System implemented using the Oracle7 database and the Oracle Application Server on an AT&T System 3000 running UNIX. This was a 2-year assignment.
Previous AT&T assignments include the following: Manager of the Collections, Remittance Processing and Refunds applications group for AT&T's Commercial Market's Billing System. This was a one-year assignment. Environment was IBM MVS S/390, running COBOL applications with an IMS database backend. Responsibilities included production support and development. Manager of the Technical Support group for AT&T's Commercial Market's Billing System. This was a two-year assignment. Environment was IBM MVS S/390, running PL/1 and COBOL applications with an IMS database backend. Responsibility for the management of the roll-out of the Information Engineering (IE) Methodology to a systems development organization of more than 750 people. Led and managed the following IE projects:
Manager of the Journals application group for AT&T's Commercial Market's Billing System. This was a five-year assignment. Environment was IBM MVS S/390, running COBOL applications with an IMS database backend. Responsibilities included production support and development.
